In the lifecycle of a project, staying "on time and on budget" is the ultimate mantra for stakeholders. However, maintaining this balance requires more than just good intentions; it requires rigorous monitoring and systematic management of financial deviations. The Control Costs process is the primary mechanism used to monitor the project budget and manage changes to the cost baseline. By identifying variances early, project managers can implement corrective actions to prevent unauthorized expenditures and ensure the project does not exceed its total authorized funding.

The Foundation: Baselines and Plans

To control costs, a project manager must first have a standard against which to measure performance. This is achieved through several key documents and baselines:

  • Cost Management Plan: This document provides the framework and rules for how costs will be monitored and controlled throughout the project life cycle.
  • Cost Baseline: This is the approved, time-phased version of the project budget. It is used as the primary benchmark to compare actual expenditures against planned amounts.
  • Performance Measurement Baseline (PMB): The PMB is a powerful integration tool. It is composed of the integrated scope, schedule, and cost baselines. By using the PMB, managers can measure the overall progress of the project through Earned Value Management.

Important Note on Change Control: Any approved changes to the budget must be processed through the Perform Integrated Change Control process. Increases to the authorized budget should be submitted as formal change requests and approved by the project sponsor where applicable.

Earned Value Management (EVM)

A central technique in the Control Costs process is Earned Value Management (EVM). EVM is an analysis technique that integrates scope, schedule, and cost to measure performance against the PMB. Essentially, EVM compares what you have actually produced to what you have actually spent.
